The following, which had been held on reconsideration (page 2785), was again before the House in third reading: SENATE BILL NO. 255 "An Act relating to refunding of certain outstanding bonds issued by the Alaska Industrial Development and Export Authority concerning the Snettisham hydroelectric project and related assets; and providing for an effective date." Representative Joule moved and asked unanimous consent that SB 255 be returned to second reading for the specific purpose of considering Amendment No. 1. There being no objection, it was so ordered. Amendment No. 1 was offered by Representative Joule: Page 1, line 3, following "assets;" (title amendment): Insert "relating to a municipal tax exemption for certain assets and projects of the Alaska Industrial Development and Export Authority; providing for an effective date by amending an 2008-04-11 House Journal Page 2824 effective date in sec. 3, ch. 117, SLA 2000, as amended by sec. 2, ch. 74, SLA 2003;" Page 2, following line 3: Insert new bill sections to read: "* Sec. 2. The uncodified law of the State of Alaska is amended by adding a new section to read: RETROACTIVITY. The amendment in sec. 3 of this Act is retroactive to July 1, 2007. * Sec. 3. Section 19, ch. 117, SLA 2000, as amended by sec. 2, ch. 74, SLA 2003, is amended to read: Sec. 19. Section 3 of this Act takes effect November 30, 2011 [JULY 1, 2007]." Renumber the following bill section accordingly. Representative Joule moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Kelly objected. Amendment to Amendment No. 1 was offered by Representative Joule: Delete "2011" Insert "2010" Representative Joule moved and asked unanimous consent that Amendment to Amendment No. 1 be adopted. There being no objection, it was so ordered. There being no further objection, Amendment No. 1 as amended was adopted and the new title follows: SENATE BILL NO. 255 am H "An Act relating to refunding of certain outstanding bonds issued by the Alaska Industrial Development and Export Authority concerning the Snettisham hydroelectric project and related assets; relating to a municipal tax exemption for certain assets and projects of the Alaska Industrial Development and Export 2008-04-11 House Journal Page 2825 Authority; providing for an effective date by amending an effective date in sec. 3, ch. 117, SLA 2000, as amended by sec. 2, ch. 74, SLA 2003; and providing for an effective date." SB 255 am H was automatically in third reading. The question to be reconsidered: "Shall SB 255 am H pass the House?" Representative Samuels moved and asked unanimous consent that the roll call on the passage of the bill be considered the roll call on the effective date clause. There being no objection, it was so ordered. SB 255 am H was referred to the Chief Clerk for engrossment.
